Download our whitepaper on fractional leadership in the UK. Explore new research on fragmented discovery, pipeline pressure and the future of fractional hiring.
Our latest market research reveals a fast-growing leadership model still constrained by fragmented discovery, unpredictable pipelines and heavy reliance on personal networks.
Based on insights from 180 UK-based senior fractional leaders, this independent whitepaper explores how the market is evolving, where the friction points remain, and why better matching infrastructure is now becoming essential.

Fractional leadership is no longer a niche operating model.
For many UK organisations, it has become a practical way to access senior capability without the cost and commitment of a full-time executive hire. Yet despite the growth of the model, the market itself remains inefficient.
This research shows a sector still heavily reliant on informal routes to market, with many senior operators spending significant time on business development and many buyers still lacking a clear, structured way to find the right leadership fit.
If you want to understand where the market is now, where the pressure points sit, and what this means for the future of fractional hiring, this whitepaper provides the evidence.

Key findings from the research
The study reveals a market still shaped more by relationships than infrastructure.
- 74.4% of respondents said they win work primarily through personal networks
- 64.4% rely on referrals
- Only 15.6% cited content or personal brand as a work-winning lever
- Just 12.2% reported receiving direct inbound enquiries
The findings also show the operational strain this creates for senior executives.
- 43.9% lack confidence in generating a consistent pipeline
- 48.3% spend more than 10 hours per month on business development
- 20.0% spend more than 20 hours per month
- Only 12.8% describe their business development as predictable and structured
At the same time, the case for better discovery is overwhelming.
- 98.3% believe improved discovery mechanisms would add value
- 67.8% rate vetted, warm, high-fit introductions as very or extremely valuable

Why this research matters
“Fractional leadership has become an essential way for UK organisations to access senior capability, but the market is still too fragmented. For many executives, winning work depends on reputation, referrals and substantial business development time. For many businesses, finding the right leader remains slower and less transparent than it should be. This research helps quantify that discovery gap.”

Research methodology
The findings in this report are based on a survey of 180 UK-based senior fractional leaders, conducted by VCMO Limited between 7 and 16 January 2026.
The survey was distributed to approximately 1,500 UK-based fractional leaders through UK fractional LinkedIn groups, professional communities and networks. The sample is cross-functional, with some over-indexing towards marketing and growth leaders, reflecting distribution channels. Where relevant, results are segmented accordingly.
This gives the whitepaper both practical relevance and a credible evidence base.
